The following ordinances shall not be subject to referendum:
(1) Ordinances or resolutions making or transferring annual appropriations, or amendments thereto;
(2) Ordinances or resolutions providing for the discharge of any obligation legally due from the Municipality;
(3) Ordinances or resolutions submitting any measure to a vote of the electors;
(4) Ordinances or resolutions not having the force or effect of law;
(5) Ordinances providing for public improvements petitioned for by the owners of the majority of the frontage benefitted and to be paid for by assessment of the owners of the property to be benefitted;
(6) Ordinances carrying a valid emergency clause as defined in Section 5.08 of this Charter.
