At 8:00 p.m. on the second (2nd) day of January following a regular municipal election or, if such day be Sunday, on the day following, Council shall meet in Council chambers for the purpose of organization. Thereafter, Council shall meet at such times as may be prescribed by its rules, regulations, ordinances, or bylaws, except that it shall hold regular meetings at least twice during each calendar month. Notwithstanding the foregoing, Council may, by vote of two-thirds (2/3) of the members elected thereto, dispense with any one or more of the regular meetings in the months of July and August. All meetings of Council, whether regular or special, shall be open to the public. The conduct of an executive session of Council shall be in accordance with State law. Council shall adopt its own rules, regulations, and/or bylaws.
