The Municipality of Olmsted Falls shall have all the powers, general or special, governmental or proprietary, expressed or implied, which may now or hereafter lawfully be possessed or exercised by this Municipality under the Constitution or general laws of Ohio. All such powers shall be exercised in the manner prescribed by this Charter or, if no manner is specified herein, then in the manner prescribed by an authorized action of Council. Should neither the Charter nor Council prescribe a manner of exercise, the manner provided now or hereafter by the laws of Ohio shall govern. Enumeration of or reference to particular powers by this Charter shall not be construed to be exclusive.
