§ 3.04.080   REGULATING THE CONTROL OF CITY FINANCES.
   (A)   No money is to be spent for, nor is the city to obligate itself in any form of indebtedness except for basic essential services.
   (B)   No overtime is to be allowed or paid to any city employee, except in case of emergency. Where practicable, employees will be given time off within the same week, instead of overtime pay.
   (C)   Items necessary for the maintenance of basic city services will be purchased on an as-need basis and not be ordered in advance or stock piled.
   (D)   No item is to be purchased that is for appearance or decoration in nature.
   (E)   All bills are to be reviewed and approved by City Council before payment is made. This section does not include the payment of regular city payroll.
   (F)   City employment rolls shall not exceed that of January 1, 1993.
   (G)   An overtime pay report shall be prepared by the City Clerk and presented to the City Council at the first Council meeting of each month. The report is to include employee name, department, hours worked, amount paid.
   (H)   Since the city will be reimbursed for expenses incurred for the sewer project, monies for the sewer project will be exempt from the provisions of this section.
