(A) Establishment. There shall hereby be established the Cable Access Board for the public educational and government (PEG) local access channel (hereinafter referred to as the “Cable Access Board”).
(B) Membership.
(1) The Cable Access Board shall consist of eight members: one member appointed by the City Council; one member appointed by the Chamber of Commerce; one member appointed by the County Fiscal Court; one member appointed by the Adult Learning Center located in the city; one member appointed by the City Historical Society; two members appointed by County School Board; and one at- large member appointed by the above seven members.
(2) Said members shall serve without remuneration. No member can be a publicly-elected official. Appointments to the Cable Access Board shall be made without regard to race, creed, color, sex, or national origin.
(3) If any member(s) shall be removed or no longer be able to serve on the Cable Access Board, the remaining members shall select a new member(s).
(4) Appointed members shall serve for four years, except that the terms of four of the first appointed members shall be for two years.
(5) The PEG channel shall be physically located in the City Chamber of Commerce Building.
(C) Duties and responsibilities. The Cable Access Board shall have the following duties and responsibilities:
(1) Operating the PEG access channel(s) in the city; and
(2) Encouraging the use of the PEG access channels among the widest range of institutions, groups, and individuals within the city.
(D) Meetings. The Cable Access Board shall meet from time to time as necessary. All meetings of the Cable Access Board shall be open to the public.
(E) Effective date. This section shall be effective upon the date of its passage and approval.
