§ 17.04.650 MANUFACTURED HOME INSTALLATION REQUIREMENTS.
   (A)   Generally. The following standards are applicable to all manufactured housing sited in this jurisdiction.
      (1)   Manufactured homes shall be installed in accordance with the state standards set forth in KRS 227.570 and placed on permanent foundation system. Site preparation and installation minimum requirements (815 KAR 25:090) shall be met by an installer meeting requirements for certifying manufactured home installers (815 KAR 25.080). These regulations are enforced by the Office of the Commonwealth Fire Marshal.
      (2)   Each section of the manufactured home shall be inspected for the correct federal or state seal. The correct HUD seal, as well as any state seal must be identified. Previously owned homes must qualify for a B1 seal issued by the freestanding Fire Marshal’s Office and may be permitted only in the A-1 Zone and manufactured (mobile) home parks. A home with a B2 seal means the unit has been inspected and found not to be in compliance with applicable codes; is a salvage unit unfit for human habitation; and shall be sold only for the purpose of use as a storage or utility building. The placement of these units is a conditional use and requires Board of Adjustment approval.
      (3)   If a perimeter foundation or curtain is not used, an exterior covering material extending from the bottom of the home to the ground or to the top of the foundation shall be used. This skirting material shall harmonize with the architectural style of the home.
   (B)   Additional standards for qualified manufactured and Class A manufactured homes.
      (1)   The following standards apply only to manufactured homes not located in A-1 or manufactured home park.
      (2)   In existing and/or infill neighborhoods where the existing or permitted density is such that the adjacent homes are located within one-eight mile (660 feet) of the proposed manufactured home.
         (a)   Qualified manufactured homes. Qualified manufactured home must meet the following compatibility standards:
            1.   Is manufactured on or after May 15, 2002;
            2.   Is affixed to a permanent foundation and is connected to the appropriate facilities and is installed in compliance with KRS 227.570;
            3.   Has a width of at least 20 feet at its smallest width measurement or is two stories in height and oriented on the lot or parcel so that its main entrance door faces the street;
            4.   Has a minimum total living area of 900 square feet;
            5.   The pitch of the home’s roof has a minimum vertical rise of one foot for each five feet of horizontal run, and the roof is finished with a type of shingle that is commonly used in standard residential construction. Metal shingles and roof panels are allowed with factory finish. No corrugated metal roofing is allowed; and
            6.   The exterior siding consists of wood, hardboard, vinyl, or aluminum (vinyl covered or painted, but in no case exceeding the reflectivity of gloss white paint) comparable in composition, appearance, and durability to the exterior siding commonly used in standard residential construction.
         (b)   Class A manufactured homes. A Class A manufactured home must meet the following compatibility standards:
            1.   The minimum width of the main body of the home, as assembled in the site is not less than 24 feet as measured across 65% of the total length;
            2.   Has a minimum area of at least 816 square feet;
            3.   The pitch of the home’s roof has a minimum vertical rise of one foot for each five feet of horizontal run, and the roof is finished with a type of shingle that is commonly used in standard residential construction. Metal shingles and roof panels are allowed with factory finish. No corrugated metal roofing is allowed;
            4.   The exterior siding consists of wood, hardboard, or aluminum (vinyl covered or painted, but in no case exceeding the reflectivity of gloss white paint) comparable in composition, appearance, and durability to the exterior siding commonly used in standard residential construction;
            5.   A continuous permanent masonry foundation, unpierced except for required ventilation and access, is installed under the home even if said wall is not structurally required by the manufacturer’s installation specifications, and oriented on the lot or parcel so that its main entrance door faces the street; and
            6.   The tongue, axles, importing lights, and removable towing apparatus are removed after placement on the lot and before occupancy.
   (C)   Additional installation standards.
      (1)   Permanent perimeter enclosure. Those manufactured homes designated in this chapter as requiring a permanent perimeter enclosure must be set onto an excavated area, with foundations, footings and crawl space or basement walls constructed in accordance with the terms of the One- and Two-Family Dwelling Code. The space between the floor joists of the home and the excavated under floor grade shall be completely enclosed with the permanent perimeter enclosure (except for required openings).
      (2)   Foundation siding/skirting (for temporary structures).
         (a)   All manufactured or certified mobile homes without a permanent perimeter enclosure shall have an approved foundation siding/skirting enclosing the entire perimeter of the home.
         (b)   Foundation siding/skirting and back-up framing shall be weather resistant, noncombustible, or self-extinguishing materials, which blend with the exterior siding of the home.
         (c)   Below-grade level and for a minimum distance of six inches above finish grade, the materials shall be unaffected by decay or oxidation. The siding shall be installed in accordance with manufacturer’s recommendations or approved equal standards.
