§ 2.32.090 AUTHORITY TO USE DURING EMERGENCIES.
   If an emergency should occur, such as a flood or any other similar incident, that would require additional or extensive manpower, the Council may declare the situation to be an emergency and give the Mayor the authority to use the previously-mentioned manpower at his or her sole discretion.
