The first initial item of business upon formation shall be for the Senior Citizen Commission to do an impact study on the feasibility of an ordinance giving senior citizens a 10% discount on their utility bills during the months of October through March. The Utility Department shall furnish the Commission with whatever data they need for the study and the Commission shall come up with the results of their study and present their results to the City Clerk of the city before June 15, 1988.
