§ 13.28.030 ADMINISTERING AGENCY.
   (A)   Administering agency. The administering agency of this chapter shall be the City Fire Department.
   (B)   Duties of the administering agency. The administering agency shall coordinate or provide oversight of all cleanup of hazardous materials spills/releases. The administering agency shall have the authority to take whatever steps necessary to contain, control, or supervise cleanup of a hazardous materials incident or require the person responsible for the incident to contain, control, or cleanup the spill or release. The administering agency shall make a report to the City Council on every hazardous materials incident that they respond to and list in detail the causes of the incident, the effect on the population and environment, what steps were taken to deal with the incident.
