Fees for sanitation services shall be at the following flat rates.
(A) Residential customers.
(1) Inside the city: $13; and
(2) Outside the city: $16.
(B) Commercial customers with dumpsters.
(1) There shall be a flat rate as follows:
(a) Inside the city: $20; and
(b) Outside the city: $25.
(2) For any customer without a dumpster due to unreasonable or unavailable accommodations for a dumpster shall be charged the foregoing commercial flat rate times the number of pickups required per week. The city shall have the sole right to determine the number of weekly pickups for any such commercial customer.
(3) For customers with dumpsters, the rates shall be as follows.

(4) The rate for institutional customers shall be $600 per month.
(5) In addition to division (A) above and this division (B), the following shall apply:
(a) Residential customers shall be permitted a maximum of six bags picked up per week. There will be an additional charge of $1.50 for each additional bag;
(b) Commercial customers without dumpsters shall be charged the commercial flat rate times the number of pickups required per week;
(c) All customers, whether residential, commercial, or institutional, shall use 30-gallon garbage bags or less; and
(d) All customers without dumpsters, shall place all garbage bags in a proper container with a secure lid.
