§ 13.08.010 USE OF CITY STREETS, ALLEYS, AND PUBLIC WAYS.
   The City Council authorizes the use of all city streets, highways, alleys, and public ways for the construction of extensions, additions, improvements, and betterments to the municipal waterworks system of the city, without the necessity of further permits, licenses, or other certificates from the city.
