(A) It shall be unlawful for any person or persons, except a member of the Fire Department or authorized personnel of the city to tamper with, molest, or turn on a fire hydrant of the city.
(B) It is illegal for persons, except a member of the Fire Department or authorized personnel of the city, to paint, decorate, or place plans, flowers, or any object or structure within six feet of a fire hydrant.
(C) Any person violating this section shall be fined not less than $25, not more than $250.
(D) This section shall take effect upon publication
