Any person, firm, or corporation who maintains or permits upon their premises, or premises under his, her, or its control, any of the unsanitary or unsightly buildings, pens, or scrap piles mentioned in this section, who fails or refuses to correct same within a reasonable time after legal notice by the police, the Health Officer or his or her legal representative, to eliminate such insanitary or unsightly conditions, shall be deemed guilty of a misdemeanor and shall be fined a sum not to exceed $100 in the discretion of the court, and each day’s violation shall constitute a separate offense.
