It is unlawful for any person, persons, firms, or corporations to maintain or have any such building, pen, or lot as provided in § 8.12.010, unless such premises are kept and operated in a clean and sanitary manner, and repaired and maintained in such a manner as to prevent harborage and breeding places for rodents becoming a public or health nuisance, or presenting an insanitary or unsightly appearance or a fire hazard.
