Any person who commits or who permits the creation or continuance of a nuisance, as above defined, which poses a potential emergency threat to the public health or to the environment, shall immediately report the incident to the City Clerk, Building Inspector, Safety Officer, or police officer of the city and shall provide any information requested by them needed to investigate or abate the potential emergency.
