§ 7.04.020 NUISANCES AFFECTING HEALTH.
   The following are hereby declared to be health nuisances effecting public health:
   (A)   All decayed or unwholesome food offered for sale to the public;
   (B)   All pools of stagnant water or vessels holding stagnant water in which mosquitoes, flies, or other insects may breed and/or multiply;
   (C)   Carcasses of animals not buried or otherwise disposed of in a sanitary manner within 24 hours after death;
   (D)   Accumulation of manure, rubbish, litter, trash, refuse, paper, or matter of any kind or form which is uncared for, discarded, or abandoned or improperly stacked building materials of which are potential breeding places for flies, mosquitoes, rodents, or other vermin;
   (E)   Accumulations of garbage in a manner in which flies, mosquitoes, diseased-carrying insects, rodents, or other vermin may breed or may reasonably be expected to breed;
   (F)   Containers with garbage or refuse which are not covered by solid tight-fitting lids or which have any uncovered holes or for which at least weekly removal of garbage and refuse is not provided;
   (G)   Weeds and other rank growth of vegetation upon private property, including, but not limited to, poison ivy, poison oak, or poison sumac and all vegetation at any state of maturity which:
      (1)   Exceeds 12 inches in height except healthy trees, shrubs, or plants grown in a tended and cultivated garden;
      (2)   Regardless of height, harbors, conceals, or invites deposits or accumulation of refuse or trash;
      (3)   Regardless of height, harbors rodents or vermin;
      (4)   Gives off unpleasant or noxious odors; or
      (5)   Constitutes a fire or traffic hazard.
   (H)   Any structure or building that is in such a state of dilapidation, deterioration, or decay, so as to endanger the health and safety of the public, is of faulty construction, is open to intrusion, abandoned, damaged by fire to the extent as not to provide shelter, is extremely unsound, is in danger of collapse or failure, and/or otherwise endangers the health and safety of the public.
