§ 4.04.130 IMPLEMENTATION OF CHAPTER PROVISIONS.
   From time to time the City Council may, by municipal order, promulgate such rules and regulations and may publish and utilize such forms and other documents as, in its discretion, may be necessary for the proper implementation of this title.
