In the event that any sewer, water, gas, or electrical structure in, under, or over any county right-of-way burst, break, or otherwise be in such a condition as to seriously endanger the public or property, the person that owns the sewer, water, gas, or electrical structure shall immediately take charge of and repair such trouble and shall immediately take all necessary precautions to make the location safe and secure. The person shall submit the required encroachment permit application within 72 hours following the initiation ofrepairs.
