For purposes of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COUNTY. An authorized representative or designee of the county Fiscal Court (government) including, but not limited to, the County Engineer or an authorized representative of the County Engineer (including an authorized contractor acting as a representative of the County Engineer).
PERSON. Any individual, trust, firm,joint stock company, corporation (including government corporation), partnership, association, federal agency, state agency, city, commission, political subdivision of the Commonwealth, interstate body, or other legal entity.
