No license shall be issued or renewed to any person for selling at retail or wholesale any alcoholic beverages at any premises or location where the business or associated activities are prohibited under state law, or are in violation or conflict with any regulation, including but not limited to, sign, fire prevention and/or the zoning regulations of the county, or any of the incorporated cities within the county that do not have their own ABC Administrator, and any ordinance supplementary or amendatory to it. Any license issued in violation of this section shall be void.
