No person, firm or corporation shall start construction of the combustible stage of more than one single-family dwelling in an approved subdivision or of any commercial structure, unless and until an all-weather access road of an least crushed rock construction not less than 18 feet in width with an overhead clearance of all obstructions of at least 13 feet six inches, as approved by the Planning and Zoning Administrator, or his or her designated representative in cooperation with the recommendations of the Fire Chief or his or her designated representative, are provided, maintained and available for the use and operation of fire protection apparatus.
