(A) It shall be the responsibility of the owner and manager of each residential, commercial and industrial property subject to this section to comply with the street address identification requirements.
(B) It shall be the responsibility of the owner and manager of property subject to this section to display the assigned address number in such a manner which is plainly visible to vehicles traveling in either direction on the nearest fronting road within 60 days of occupancy in the following manner:
(1) Standard Arabic numerals three inches or more in height with a one-half inch width stroke (numbers written out are not in compliance). For street names attached to a directional location (East, West, North, South) the directional indicator should be displayed preceding the address number in a size corresponding with the numerals: (sample: E 1900).
(2) Address numbers shall be contrasted with, or contrasted-reflectorized color with the background or structure surface color to ensure clear visibility during both day and evening hours.
(3) Address numbers should be free and clear of any obstructions hindering their visibility (decorative items or natural landscaping).
(4) Mailboxes located on the fronting road shall have the address numbers attached on both sides. If no mailbox is available, then a numerical sign shall be placed in or on the ground, visible in both directions from the roadway. Such sign shall be located no further than 12 feet from the driveway. Address numbers that are constructed of laser-cut masonry may be allowed at the height of the cut brick, with a minimum height of three inches. Address numbers which are painted only on the road curb are not in compliance.
(5) Single-family, duplex and triplex properties.
(a) The owner of each single-family dwelling structure shall place on the front of it the proper address numbers designated by the county in a conspicuous place in order that the address number can be seen and read from the street. Any structure with a secondary road access shall post the proper address number on the rear of the premises in some conspicuous place (garage, fence, and larger permanent building structure) in order that the address numbers can be seen and read from the alley or rear entrance. Private roads/streets occupied with multiple single family dwellings shall post a sign at the beginning of the private road/street clearly identifying each property address number. The address numbers required by this section shall be at least six inches in height with a one-inch stroke and otherwise comply with the requirements of this section.
(b) The owner of each duplex dwelling structure shall place on the front of each dwelling the proper address number designated by the county in some conspicuous place in order that the address numbers can be seen and read from the street. Any structure with a secondary road access shall post the proper address numbers on the rear of the premises in some conspicuous place (garage, fence, and larger permanent building structure) in order that the address numbers can be seen and read from the alley or rear entrances.
(c) The owner of each triplex dwelling structure shall place on the front of each dwelling the proper address number designated by the county in some conspicuous place in order that the address numbers can be seen and read from the street. Any structure with a secondary road access shall post the proper address numbers on the rear of the premises in some conspicuous place (garage, fence, and larger permanent building structure) in order that the address numbers can be seen and read from the alley or rear entrance.
(6) Multi-family dwelling communities.
(a) Street number required. The owner and manager shall post address numbers or other identifying numbers designated by the county on all sides of each multi-family dwelling community structure; shall post the range of street address numbers at each entrance to the multi-family dwelling community; if there is a name sign posted at each entrance, shall post the range of address numbers on this sign; and, if there are covered parking structures, shall post the building address numbers on the faces of the covered parking structures adjacent to the fire lane or access way at all locations that provide pedestrian access to a building. The address numbers required by this section shall be at least six inches in height with a one-inch stroke and otherwise comply with the requirements of this section.
(b) Dwelling unit numbers required. The owner and manager shall post on each dwelling unit in a multi-family dwelling community structure at its main entrance a number distinguishing the unit from all other units in the structure. The numbers shall be no less than one and one-half inches in height and the stroke shall be one-fourth of an inch and comply with the requirements of this section.
(7) Commercial buildings.
(a) Single structures. The owner and manager of each commercial building shall have posted at the front and rear entrance/s if there is a rear entrance/s, and all other sides of the structure the address and suite numbers designated by the county. Address numbers shall be of the size and of the material required in this section.
(b) Complexes of multiple structures. If there is more than one structure forming a commercial building complex, the owner and manager of the complex shall post the address number/s designated by the county at the main driveway entrance from the public street to the complex and shall post on each structure at the front entrance/s and rear entrance/s, if there is a rear entrance/s, and all sides of the structure, an address or suite number distinguishing it from all other structures in the complex.
(8) Industrial buildings.
(a) Single structures. The owner and manager of each industrial building shall have posted at the front and rear entrance/s if there is a rear entrance/s, and all other sides of the structure the address and suite numbers designated by the county. Address numbers shall be of the size and of the material required in this section.
(b) Complexes of multiple structures. If there is more than one structure forming an industrial building complex, the owner and manager of the complex shall post the address number/s designated by the county at the main driveway entrance from the public street to the complex and shall post on each structure at the front entrance/s and at the rear entrance/s, if there is a rear entrance, and all other sides, the address/s or suite number/s distinguishing it from all other structures in the complex.
(9) Manufactured homes in manufactured home communities.
(a) The occupant of each manufactured home located in a manufactured home community shall post and maintain the proper address numbers matching the address numbers posted on the manufactured home's lot or pad, designated by the county on the side of the manufactured home facing the nearest vehicular access to the manufactured home.
(b) The owner and manager of each manufactured home community shall post and maintain the proper address numbers designated by the building official on each lot or pad in the manufactured home park in addition to any address numbers posted on the manufactured homes.
(c) It shall be the responsibility of the owner and manager of property subject to this section to maintain, repair/replace said address numbers until such time as the property ownership is transferred, whereas responsibility shall transfer to the new owner and manager of properties.
