The franchisee shall reimburse the county for all legal expenses incurred in the research, drafting and adopting ordinances, franchise agreements and other instruments required in the establishment of a working cable television system in the county. Further, the franchisee shall be required to reimburse the county for all legal fees and costs, including outside consultant fees, incurred in the administration and enforcement of this chapter and any franchise that may be awarded pursuant to the terms of this chapter. These fees shall not exceed $5,000 during the first year and each succeeding year until at least 90% of the initial construction of the cable system is complete.
