§ 113.21 COMPLAINTS.
   Any complaint by any person respecting operations of a cable communications system shall be filed in writing with the County Judge-Executive. The County Judge-Executive shall review and investigate the complaints and shall keep a record thereof as well as a record of the disposition thereof and shall include the same in his or her report to Fiscal Court. The County Judge-Executive shall devise the necessary procedure to handle complaints and discuss the same with the franchisee. Complaints which are not resolved to the mutual satisfaction of the complainant and the franchisee shall be reported to the Fiscal Court if it is the opinion of the County Judge-Executive that the lack of resolution of the complaint is of a nature as reflecting on the ability or willingness of the franchisee to comply with the terms of this chapter and the terms of any ordinance or agreement awarding a franchise hereunder. The Fiscal Court may consider unresolved complaints and may take any action it deems proper under the terms of this chapter to resolve same including the possible revocation of the franchise.
