§ 113.19 EMERGENCIES.
   (A)   In the event of an emergency or disaster, a franchisee shall, upon request of the County Judge- Executive, make available its facilities to the county or to the state or federal government, at no cost for emergency use during the period of the emergency or disaster and shall provide personnel as necessary to properly operate the system under the circumstances. The franchisee shall incorporate into its facilities the capability for an emergency override alert whereby the county, in times of crisis, may be able to introduce a bulletin on all channels simultaneously.
   (B)   If at any time, in the case of fire or disaster in the county, it shall become necessary in the reasonable judgment of the County Judge-Executive to cut or remove any of the wires, cables, amplifiers or other appurtenances to the network of the franchisee, the cutting or removing may be done and any repairs rendered necessary thereby shall be made by the franchisee, at its sole expense provided that the repairs are not necessitated by a negligent act of the county in which case, cost for repairs shall be borne by the county.
