§ 113.14 RATES.
   (A)   The rates and charges for television signals distributed hereunder shall be fair, reasonable and non-discriminatory.
   (B)   The franchisee shall be allowed to increase its rates if it can demonstrate to the County Judge- Executive’s satisfaction that it cannot make a fair return on its investment without a rate increase.
