The County Fiscal Court hereby creates a franchise for the construction and operation of a cable TV system within the unincorporated limits of the county. The Fiscal Court hereby creates the right and privilege to construct, operate and maintain a cable TV system in the county, subject to the conditions and restrictions provided in this chapter and subsequent amendments. This right, privilege and franchise shall be offered to potential applicants and granted by the Fiscal Court to the applicant presenting the best legal, character, financial, technical and other qualifications and whose construction plans and arrangements can be shown to be both feasible and adequate to meet the minimum requirements herein established. The term of the franchise shall be 15 years from the date the franchise is awarded by the Fiscal Court.
