The purpose of this chapter is to regulate the construction , reconstruction, operation, maintenance, dismantling, testing, repair and use of a cable communications system in, upon, across, above, over, under or in any manner connected with the streets and public ways or public places within the unincorporated limits of the county as now or in the future may exist, and to provide for the payment of a fee and other valuable consideration to the county for the privilege of constructing and operating a cable communication system and to provide for the regulation by the Fiscal Court of rates to be charged to subscribers and to provide for the development of a cable communication system as a community communications system and for other public purposes and to provide remedies and prescribe penalties for the violation of this chapter.
