The County ACO and its agents may sign criminal complaints and/or enter into dispute mediation of complaints against the owner of any animal observed by the ACO or the agents or complaining witness who signs an affidavit as to the violation. The complaint shall specify the section of this subchapter that is violated. Payment of citations will be made to the ACO as an agent of the County Fiscal Court. The ACO may issue a warning in lieu of a criminal citation. The ACO may take out criminal complaints against the owner of any animal found in violation of any section of this subchapter in lieu of warnings or citations.
