Any person who feels aggrieved by any final determination made pursuant to this chapter, or notice of violation or order issued pursuant thereto by the Solid Waste Coordinator, may within 30 days of the final determination or order for which redress is sought appeal directly to the County Fiscal Court in writing, setting forth in a concise statement the final determination or order being appealed and the grounds for its reversal. An appeal does not stay the effectiveness of the determination or order.
