§ 130.14  INCITING DOGS TO FIGHT.
   Any person who shall, in the city, by words, signs or otherwise, set any dog or dogs to fighting, or to attack any other dog or dogs, or who shall aid or abet any dog fight; or any owner, keeper or harborer of any dog who shall knowingly permit such dog to fight, without endeavoring to prevent the same; or any person who shall, by words, signs or otherwise, set on or encourage any dog to attack or chase any human being, not engaged in any malicious act, shall, upon conviction, be fined not to exceed $25, and stand committed until such fine is paid.
