The construction of sidewalks shall only be required where the planning commission deems said construction to be necessary to ensure the health, safety and general welfare of the citizens of the city, taking into consideration the general character of the subdivision, and the adjoining neighborhood, the traffic pattern and traffic intensity of the area, the density of population and lot size, and the accessibility of public or private establishments, such as shopping centers or schools.
