16.24.020: STREET IMPROVEMENTS; GRADES, PAVING, AND CURB SPECIFICATIONS:
All roadways shall be paved, and curbs and gutters shall be installed according to the following specifications:
   A.   Street Grades:
      1.   No street shall have a finished grade of less than five-tenths of one percent (0.5%).
      2.   Street grades for major thoroughfares shall not exceed five percent (5%).
      3.   Street grades for all other classes of thoroughfares shall not exceed eight percent (8%).
   B.   Pavement Widths: The pavement widths set forth below apply only where the subdivision abuts both sides of an existing or proposed street. Where a subdivision abuts only one side of a street, then only one-half (1/2) of the pavement width is required.
      1.   Where a subdivision abuts an existing or proposed street that is designated as a major thoroughfare in the comprehensive plan and a paving width or standard cross section and a grade plan have been established for such street, the subdivider shall install paving, including curb and gutter, in accordance with such established width or cross section, except as provided in subsection B2 of this section.
      2.   Where a frontage road is required on a major thoroughfare abutting a subdivision, the subdivider shall be required to install paving, including curbs and gutters, on the frontage road, in accordance with the established width or cross section for such frontage road.
      3.   Where a street is not shown as a major thoroughfare on the comprehensive plan, but is designated as a collector street by the city council, the width of paving shall be thirty six feet (36'), face to face of curb.
      4.   On local streets in single-family residential areas, the minimum width of paving shall be twenty six feet (26') face to face of curb.
      5.   On all other streets, including local streets in multi-family residential areas, commercial areas, and industrial areas, the required width of paving shall be established by the city council, but such width shall not be less than thirty six feet (36'), face to face of curb; provided, that in multi-family residential areas the council may establish a width of less than thirty six feet (36') when in the determination and judgment of the council sufficient and adequate off street parking shall be provided so as to justify a paving width of less than thirty six feet (36'), but in no instance shall said width be less than twenty six feet (26').
   C.   Curb Radii:
      1.   Street intersections involving major thoroughfares and highways shall have a minimum street corner radius of ninety feet (90') at the curb line.
      2.   Radius of the outer curb in a cul-de-sac shall be not less than forty feet (40') at the curb line. Radius of the inner curb shall be such that the width of pavement from back of curb shall not be less than twenty seven feet (27').
      3.   Radii of curbs at street corners, other major thoroughfares, and highways, shall not be less than fifteen feet (15').
   D.   Pavement Types:
      1.   Pavement types shall be either Portland cement concrete or asphaltic concrete meeting the Oklahoma department of transportation, ODOT, 1999 standard specifications as specified below:
         a.   Portland cement concrete pavement section shall be six inches (6") thick and meet section 701, class A concrete. Aggregate base materials shall be four inches (4") thick meeting section 703.01 type "A" aggregate, and constructed to meet section 303 aggregate base. Subgrade preparation shall be in accordance with the requirements of section 310 method B. Concrete curb and gutter shall be six inch (6") barrier type measuring one foot eight inches (1'8") combined meeting section 609, combined curb and gutter.
         b.   Asphaltic concrete pavement section shall consist of six inches (6") (4 inch type A and 2 inch type B) of asphalt meeting section 411 plant mix asphalt concrete pavement. Aggregate base materials shall be six inches (6") thick meeting section 703.01 type "A" aggregate and constructed to meet section 303 aggregate base. Subgrade preparation shall be in accordance with the requirements of section 310 method B. Concrete curb and gutter shall be six inch (6") barrier type measuring one foot eight inches (1'8") combined meeting section 609, combined curb and gutter.
