On all construction of new buildings, the installation of modular building components to existing buildings, or the repair or replacement of over half of the plumbing in existing structures which contain plumbing for water, the property owner shall install a water cutoff for the building at an exterior location. Such water cutoff shall be part of the privately owned service line and located a significant distance from the city owned meter. (Ord. 1978, 2011)
