It is unlawful and an offense for any person, firm, or corporation to drill or put down any petroleum or natural gas well or to erect, maintain, operate, or permit to exist any such well, structures, equipment, pipelines, machinery, tanks, or other appurtenances in violation of any of the ordinances of the city, or the laws of the state, or in violation of any of the regulations, rules, or orders of the corporate commission of the state.
