The chief of the fire department shall check all the master gates, valves, pipes, pipelines, tank batteries, pipe connections and fittings upon each well to see if they are maintained in sufficient number and size as provided by the ordinances of the city and/or the laws of the state, and shall also check to see if the same are tight, safe, and not leaking.
