The sanitary sewer charge shall be reviewed at least annually and shall be adjusted as necessary to reflect any increase or decrease in wastewater treatment costs based on the immediately preceding year's experience. Any funds collected in excess of those required to pay for operation and maintenance costs attributable to the sanitary sewer charge, shall be applied to the sanitary sewer charge system for the following year, and the total operation and maintenance costs per month shall be adjusted accordingly.
