13.08.010: PAYMENT AND FEES:
All persons originally agreeing to pay or fund the building of private water lines shall pay into the hands of the treasurer of the city their proportionate costs as agreed upon between the city and the original persons agreeing and contracting to build the water line; and shall also pay in addition thereto the usual fee for tapping the water line or lines, which payment shall not include the installation of any lateral lines or lines running into private property. A master meter shall be installed at the point where the private water line taps into the public main. The parties to the agreement shall be jointly responsible for the payment of the charges for the water as shown on the master meter; however, this obligation may be satisfied by the individual users of water by payments of the charges for their individual use as determined, plus a pro rata cost of water from leaks in the private line. However, the city reserves the right to collect any unpaid charges in full as reflected on the master meter, from the persons receiving service from the private line, even if they have previously paid a smaller share.
