13.04.240: MAIN EXTENSIONS:
   A.   When one or more property owners desire a larger main or extension of the main to serve their property, an application shall be made to the City Manager stating the location and other pertinent data required. The City Water and Sewer Department shall then make the necessary survey and recommend the size pipe required for the extension or replacement of the main. The interested parties shall then enter into a contract with the City which will require the property owners to put up the estimated amount of the total cost of such main extension or replacement with the City and the City shall have direct supervision of the work. All materials shall meet City Water and Sewer Department specifications. The City may, at its option, choose to accomplish the project by contract.
   B.   When the job is complete, a final bill shall be made of design and related costs, labor, equipment, and material used, or, if the project is accomplished by contract, of the design and related costs and contract amount. Any difference in cost over the deposit shall be made up by the property owners. If the total cost is below the amount of the deposit, the difference shall be refunded to the property owners, and the pipe will then become the sole property of the City. The City shall maintain the line throughout the life of the pipe at no charge to the property owners involved.
   C.   A water main shall be considered any water pipe two inches (2") in diameter or larger. (Ord. 1977, 2011)
