It is unlawful for any person except one duly authorized by the director of public works, city manager, fire chief, or their designee to:
A. Open, turn on or off, tamper with, attach any hose or pipe to, or connect anything with, any fire hydrant or stopcock belonging to the city; or
B. Obstruct access to any fire hydrant by placing around or thereon any brick, lumber, dirt, vegetation or other matter. (Ord. 1977, 2011)
