13.04.180: AUTHORITY TO TURN ON OR SHUT OFF WATER; REQUIREMENTS TO HAVE WATER RECONNECTED:
When the water service has been shut off from any premises by application or request of the owner thereof or for the nonpayment of the water bill, including all charges included thereon, or for any other cause, it shall be unlawful for any person again to connect such water service except when authorized by the utility billing supervisor or the city manager. In the event the water service is connected without authorization, the person so connecting shall be guilty of an offense against the city, and the city may then shut off the water at the main or remove a portion of the service connection at the cock; in the event the city has turned off the water service as in the instance above, then in that event and before the water service is reinstalled the consumer must pay all charges prescribed by section 13.04.280 of this chapter as if the water service had been turned off for nonpayment, including an increase in deposits.
