It is unlawful for a plumber or any other person to make a connection to or use water from the city water system until a meter has been set. All water meters shall be installed in accordance with city of Okmulgee water meter standards. All meters shall belong to the city except for those deduct water meters installed in accordance with section 13.04.060 of this chapter which shall remain the property of the installing account holder.
