Any person desiring to have a premises connected with the water supply system of the city shall make application therefor at the utility billing office upon a form to be furnished for that purpose. The application shall contain the description of the premises where such water is to be used, shall be signed by the person desiring water service or his duly authorized agent, shall be filed in the utility billing office, and shall state the number of "family living units" to be serviced by said connection as said term is defined by section 13.04.270 of this chapter. There shall be no temporary connections made. There shall be a transfer fee assessed and paid at time of transfer in the amount of twenty dollars ($20.00) for each transfer of service.
