It is hereby prohibited for any person or entity to place or to authorize the placement of any temporary political signs in any form, within the public right of way for any street, alley, sidewalk or bike lane, except as provided for herein. It is hereby prohibited for any person or entity to place any signs in any form, within the public right of way for any state or federal highway; in the event that the right of way includes both a highway and a sidewalk or bike lane, the prohibition as to rights of way for highways shall control.
