12.26.010: PRECONDITIONS FOR USE:
   A.   The city of Okmulgee is hereafter making certain improvements to publicly owned real property at the Okmulgee Regional Airport, including the construction of new roadways and drives, improvements to the water distribution system and the sanitary sewer collection system, and resurfacing of a portion of an airport runway. These improvements are funded in part by community development block grant - economic development infrastructure (CDBG-EDIF) funds. To comply with federal requirements and conditions of the CDBG program, any business entity seeking to make use of such facilities shall be required to submit a written statement that they will provide to the city of Okmulgee job tracking data on any and all jobs created after or existing on the date that they apply for use of the facilities. No connections to or use of the facilities shall be allowed unless the written statement is submitted.
   B.   As used herein, job tracking data shall include a listing of the types of jobs existing or projected at that business location, the number of jobs in each of the various job types, whether the jobs are full time or part time, gross salary or projected wage numbers in a format that conceals the identity of the employee, and the duration of the job if it is expected to last less than one year. Job tracking data shall be provided quarterly from the date of first occupation of any portion of the airport property, and ending not earlier than one year after the completion of construction of the last improvement that is funded in this project with CDBG-EDIF funds. If the data is not provided, and the default is not corrected within thirty (30) days after the city of Okmulgee makes a written request, the city shall discontinue utility service or otherwise deny access to the improvements until the data is provided. If the discontinuance of utility service would create a threat to human life or health, the city of Okmulgee may allow the minimum service necessary to avoid the threat to human life or health, but discontinue other services and deny other uses of the facilities until compliance is achieved.
