All streets and avenues within the corporate limits of the city are declared to be limited access facilities and public utilities within the authority, provisions, and definitions of senate bill no. 300 enacted at the regular sessions of the twentieth Oklahoma legislature on April 18, 1945, and approved by the governor on May 5, 1945.
