12.12.020: SYSTEM ESTABLISHED; COSTS DECLARED TO BE OF GENERAL NATURE:
A system of access facilities, consisting of the streets and avenues and parts of streets and avenues described in this chapter, established and created within the corporate limits of the city, and in recognition of the general use of the streets and avenues included therein, and of the wear, tear and destruction of the grading, drainage and improvements by heavy general traffic passenger buses and bus routes, trucks and motor freight transportation, the straightening, widening, grading, draining, paving, curbing, guttering, and maintaining of the limited access facilities of the city, are declared to be improvements of a general nature, and to the extent that the cost thereof exceeds the benefits to the abutting property owners, such costs are declared to be costs for improvements of a general nature, for the benefit of the entire city.
