11.14.030: ROAD DESIGNATION:
All existing paved, macadamized, blacktopped, chatted, graveled or otherwise improved roads are declared designated roads and deemed for ingress, egress and interarea traveling by registered vehicles, as provided in section 11.14.050 of this chapter, subject to such special conditions and limitations as may have been or may hereafter be imposed pursuant to section 11.02.070 of this title, council resolution or ordinance. A road consisting of only a dirt bed or earth cut shall not be considered a "designated road" unless clearly posted as a "designated road". Such posting and designation may provide for restrictions or limitations on the classes or types of vehicles permitted on such road as determined by order of the city manager or Okmulgee state park officials; provided, that should any road consisting of only a dirt bed or earth cut be designated, or designated with limitations or restrictions by the city manager or Okmulgee state park officials, said road shall also be clearly posted to inform the public that said road is not maintained, rugged, and that vehicles enter and use such road at their own risk. Reference alone to off highway use vehicle or off road vehicle does not in itself thereby imply authorization to operate or use the same off of designated roads. Such operation and use is governed by other provisions herein. Only those trails, areas, or roads designated for use by off road vehicles may be used for the operation of off road vehicles and same shall be clearly posted:
