No tree on any street shall be injured or removed, nor the branches of any tree be cut or trimmed, in order to facilitate the moving of any oversized load, except with the advance consent and under the supervision of the city manager as to trees on street right of way or utility easement, nor without the consent of the owner as to trees owned by private parties.
