The city manager shall have all the powers, duties and functions prescribed by the charter, section 23, and any other sections thereof, or by ordinance. He shall supervise and control, directly or indirectly, all administrative departments, offices, agencies and employees appointed by himself or by his subordinates; and within the limitations of the charter and ordinances, shall have authority to assign duties and functions to them, and to regulate the relationships among them.
